TRH 26 Road Classifier

Answer the questions in order. The tool returns the class and the clause that justifies it — so the reason goes on the record, not just the number.

1

Which road are you classifying?

Name the link, not the whole route. A route that changes character along its length is several links.

2

Rural or urban?

TRH 26 defines this by land subdivision, not by how built-up it looks.

“An urban area is an area that has been subdivided into erven, whether formal or informal. It includes areas on which townships have been formally declared as well as informal settlements. Rural settlements of one hectare or less are also included in the urban definition. A rural area is an area which is not an urban area.” — s4.3

3

The three criteria

A mobility road meets any one. An access street must meet all three. Answer for the link as a whole.

a) Trip generator. Does it serve only individual properties, rather than a large or strategic generator?

b) Reach of connectivity. Are the connections short — under about 1 km before reaching a mobility road in urban areas?

c) Travel stage. Does it carry only the local portion of trips, with vehicles stopping at destinations on it?

“Mobility roads are those that comply with ANY one of the three criteria... Access/Activity streets are those that meet ALL three criteria... If a street does not meet all three criteria, then it should be classified as a mobility road.” — s4.2

The workbook carries every column the workshop worksheet asks for — the three criteria as answered, the class, the reason, the clause, the AADT sense-check, confidence and the action needed. Paste it straight into the yellow block of TRH26_Classification_Worksheet.xlsx. The list is kept in this browser, so a refresh does not lose it.

Keep these in view

Not criteria. Traffic volume and travel speed. “The operating speed on a road is an important access management consideration but cannot be used as a determinant of function.” s4.2

Not criteria. Route number, ownership, surfacing, condition. “Roads must be classified exclusively on the basis of their function.” s4.1

Mixed mobility classes along a route — keep the highest. Mixed access classes — keep the lowest. s4.6

Permitted connections. C1→C1,2 (C3 exceptional) · C2→C2,3 (C4) · C3→C3,4 (C5,6) · C4→C4,5,6. s4.6.2

Retired systems. TRH 4 / TRH 22 classes A–D “should not be used”, and “a further classification system which should not be used is primary, secondary and tertiary”. s3.14, s3.15
